Supply offers in the annual Reconfiguration auctions from resources not yet commercial must be qualified through the same process as the FCA, but are not required to have participated in an FCA. However, if the resource becomes commercial after an FCA but prior to an annual Reconfiguration Auction, it may participate in the annual Reconfiguration Auction without having been qualified in that year's FCA as long as it was previously qualified.

Capacity Zones defined in the Reconfiguration Auctions will be identical to those that experienced price separation in the relevant FCA. No price separation between Capacity Zones means that all qualified resources may supply the obligations in those zones, subject to a reliability review during qualification. Bilateral contracts for supply are subject to the same requirement.

The capacity obligation on a resource remains with the resource even if that resource changes ownership. However, a resource that transfers its capacity obligation in a Reconfiguration Auction or through a bilateral contract will be relieved of its capacity obligation and become de-listed. The resources assuming the obligation will become listed.
